If your question relates to limiting potential turbulence created by structures of any type, and not wanting that turbulence to impact your wind turbine, the basic rule of thumb is a follows:  Your turbine rotor, at it's lowest point of rotation, needs to be at least 30 feet taller than any 'structure' within a 500 feet of the turbine. 
Any other proximity restrictions would be established at the utility or local governing body level.  It is always a good idea to call them anyway to tell them what you intend to do.  They will let you know of any rules, ordinances, restrictions, etc.
If you are new to wind turbines and you are considering a unit rated at 1kw or greater, I would strongly encourage you to hire a certified Wind Site Assessor.  For a relatively modest fee, they will come to your location, evaluate the site and produce a comprehensive report on site feasibility, tower/turbine recommendations, cost of operation, etc.  You could start your search for certified assessors by contacting or visiting:  www.the-mrea.org   They may have a listing of certified assessors in your area.
